Mexico strawberries: provisional measures extended in preliminary AD determination

Provisional measures were extended in the preliminary affirmative less-than-fair-value determination for fresh winter strawberries from Mexico. The Federal Register record also states that the final determination was postponed. The accessible record does not state the provisional rate, the duration of the extension, or the date on which the extension begins to operate.

The stated merchandise and origin are fresh winter strawberries from Mexico. The retrieved material does not establish the precise product scope, any exclusions, the entries or entry dates reached, the collection or filing procedure, or the treatment of particular shipments. Do not assign a rate, scope result, or operative date from this record alone; those points must be taken from the full determination and its implementing materials.

Certain Canadian goods face 50% additional duties under new CBP filing guidance

A 50% additional ad valorem duty applies to covered Canadian articles described in HTSUS headings 9903.03.12, 9903.03.13, and 9903.03.14, while the listed goods described in headings 9903.03.15 and 9903.03.16 carry a 0% additional rate. These rules apply to goods from Canada entered for consumption or withdrawn from warehouse for consumption on or after August 22, 2026, at 12:01 a.m. eastern standard time. The guidance implements the temporary suspension of the prior 50% additional duties only until that time.

The country-of-origin and entry-status axis controls the result: covered Canadian goods in subdivisions (b)(1) through (b)(3) of U.S. note 51 receive the 50% additional rate, while the articles identified in subdivision (c) and civil-aircraft goods identified in subdivision (d) receive 0%; the cited note and the attached Chapter 1-to-97 list govern the exact classification of a shipment. The additional duty remains alongside antidumping, countervailing, and other applicable charges. Filers must report Chapter 98 first when applicable, then applicable Chapter 99 additional-duty numbers, followed by the Chapter 1-to-97 classification, with entered value generally reported on the Chapter 1-to-97 line. CBP also states that qualifying Chapter 98 entries are generally excluded, subject to specified exceptions and value-based treatment for certain 9802 provisions; covered foreign-trade-zone merchandise must generally enter in privileged foreign status, and the additional duty described for headings 9903.04.12 through 9903.04.14 is subject to drawback.
