Haiti HELP apparel quota opens with 70 million SME limits for knit and woven goods
A 70,000,000-square-meter-equivalent (SME) limit applies separately to knit apparel and woven apparel under the 2027 Haiti HELP quota, which opens October 1, 2026. CBP sets the quota period from October 1, 2026, through September 30, 2027; entries within the quota are subject to those separate limits, and goods entered after an allocation is filled may enter at the general rate stated in the HTSUS for the non-quota entry type. (CBP, Oct 1, 2026) The quota covers apparel goods provided for in HTSUS Chapter 98, subchapter XX, and Chapters 61 and 62, using 9820.61.35 for Chapter 61 goods and 9820.62.05 for Chapter 62 goods. In-quota merchandise must use entry type 02, 06, 07, 12, 23, 32, 38, or 52. Allocation is first come, first served by presentation date and time, which is set only after an error-free entry summary is on file, payment or scheduled-statement information is transmitted to ACE, and shipment-arrival information is transmitted to ACE. On opening day, entries submitted after 12:01 a.m. local port time and before 8:30 a.m. ET receive an 8:30 a.m. entry time for quota qualification; if a group exceeds its limit at 8:30 a.m. ET, all accepted entries are prorated. (CBP, Oct 1, 2026) For preferential treatment claimed on qualifying textile and apparel articles exported from Haiti, the Haiti HELP/HOPE visa number must be transmitted electronically in the 51 record, and CBP may request full visa documentation through the Document Imaging System. For ensembles reported under 9820.61.35 or 9820.62.05, report each specific apparel component with its Chapter 61 or 62 provision rather than the ensemble number. The quota bulletin also warns that merchandise may remain subject to other duties, including antidumping or countervailing duties, forced-labor measures, and Section 232 duties. (CBP, Oct 1, 2026)
