Canadian goods: new ACE rejection codes for origin-restricted HTS filings
Starting at 12:01 a.m. ET on September 29, 2026, non-compliant submissions for designated Canadian imports will be rejected under new ACE checks: CBP added error code 335, “HTS NOT ALLOWED FOR COUNTRY OF ORIGIN,” for Cargo Release and code 239 with the same message for e214 FTZ admissions. The codes implement Proclamations 11061, 11062 and 11063; they change whether a filing is accepted, not a duty rate stated in this notice. The checks reach designated goods originating in Canada that are entered for consumption or withdrawn from a warehouse for consumption on or after September 29, including certain products under HTSUS headings 0404, 1702, 1703, 2202–2208 and 8711; the notice also identifies alcohol in direct-to-consumption containers. It does not specify which products within those headings are designated, so the cited proclamations govern that product-level determination. The notice identifies no further carve-outs; entries before the stated start date are outside the new checks described here.

Certain Canadian alcohol, dairy, and motor products barred from U.S. entry
Covered Canadian products identified in the annexes to Proclamations 11061, 11062, and 11063 are excluded from importation beginning September 29, 2026, at 12:01 a.m. Eastern Time. The exclusion bars admission to a foreign-trade zone or bonded warehouse, in-bond transportation, and entry for consumption; CBP will unconditionally reject entries containing covered products, cancel unreleased entries containing them, and reject non-compliant ACE submissions using the stated error codes. The exclusion applies to certain Canadian alcohol, motor-vehicle, and dairy products, not every product under the listed HTSUS headings. The CSMS identifies headings 0404, 1702, 1703, 2202, 2203, 2204, 2205, 2206, 2207, 2208, and 8711, while the proclamation annexes govern which tariff lines and products are covered; for alcohol, an applicable “Packaged” limitation restricts coverage to bottles, cans, boxes, kegs, or similar direct-to-consumption containers. Alcoholic beverages outside an applicable scope limitation are not excluded and remain subject to the applicable 50 percent ad valorem duty under Proclamation 11046. (White House) Covered products imported before the exclusion takes effect remain eligible for entry for consumption. Covered goods admitted to a bonded warehouse or foreign-trade zone before that time may be withdrawn for consumption, but the withdrawal is subject to the applicable 50 percent ad valorem duty under Proclamations 11046, 11047, and 11048.

Akwel Juárez entries resume liquidation after labor matter is resolved
Liquidation is no longer suspended for unliquidated entries of goods from the Akwel Juárez México facility: USTR says the condition in section 752(b) of the USMCA Implementation Act has been met and directs the Secretary of the Treasury to resume liquidation. USTR announced the resolution on September 28, 2026. (USTR) The affected line is whether an entry is both unliquidated and for goods from the Akwel facility in Ciudad Juárez, Mexico; those entries are no longer subject to USTR’s suspension direction. The letter addresses unliquidated entries, not entries already liquidated, and gives no separate date for CBP processing; it asks that DHS and CBP officials be informed of the notification. (USTR)

Pharmaceutical entries face a 100% default Section 232 rate, with specified 0% and 15% treatments
Patented pharmaceutical articles and associated ingredients from companies not listed in Annex III become subject to the Section 232 duty treatment on entries for consumption, or warehouse withdrawals for consumption, on or after September 29, 2026. Heading 9903.04.60 sets a 100% combined Column 1 and Section 232 rate, except where another listed heading applies; CBP’s updated guidance also reflects technical corrections to the tariff provisions and adds zero-rate heading 9903.04.70. The entry date and the product’s applicable Chapter 29 or 30 classification determine which heading applies. The guidance lists 15% combined Column 1 and Section 232 treatment under 9903.04.62 for covered patented articles from Japan, the listed EU member countries, South Korea, Switzerland, or Liechtenstein; 9903.04.63 sets 0% additional duty for UK products; and 9903.04.64 sets 20% additional duty for articles covered by a qualifying onshoring plan, rising to 100% on entries from April 2, 2030. Heading 9903.04.65 provides 0% additional duty for qualifying onshoring-plan and MFN pricing-agreement articles until it expires January 20, 2029. Heading 9903.04.66 provides 0% for specified uses and products of its listed eligible jurisdictions; 9903.04.67 covers generic articles, including unpatented animal health products, at 0%; and 9903.04.68, .69, and .70 provide 0% for their stated U.S.-product, other-article, and noncommercial-use categories. If more than one Proclamation rate applies, the lowest applies. The attached Chapter 29 and 30 classification list identifies the tariff classifications corresponding to the Chapter 99 headings; that mapping governs which heading fits a particular classification. The updated message instructs importers, brokers, and filers to report an applicable Chapter 99 heading for covered Chapter 29 and 30 goods from all countries; the reporting instruction applies regardless of company, while the duty start date differs for Annex III companies and other companies. U.S.-origin pharmaceutical products are outside the Proclamation’s tariffs. For covered goods eligible for an FTA or preference-program rate under headings 9903.04.60–9903.04.68, the stated duties are collected in addition to that special rate; Chapter 98 treatment remains subject to its terms, and drawback is available. The technical correction also removes five tariff codes from Annex IV.
