CBP announces voluntary electronic entry type 13 test for low-value mail
A voluntary ACE test creates an electronic informal mail-entry option, entry type 13, for qualifying shipments valued at $2,500 or less. CBP announced the test in its October 1, 2026 notice; it offers an alternative to the interim informal-mail process, but does not make participation mandatory or change the duties owed. The notice does not state when the test begins. The option is limited to shipments sent to the United States via mail and valued at $2,500 or less. Owners or purchasers, and licensed brokers properly appointed to act as importer of record, may participate; carriers may transmit the postal tracking number with their manifest. The test also offers a path for eligible mail shipments with Partner Government Agency data requirements or duties beyond HTSUS Chapters 1–97, which the interim process does not cover. For a type 13 entry, the importer of record must electronically transmit filer and importer numbers, merchandise description, origin, applicable 10-digit HTSUS classifications, quantity and weight when specific rates apply, duty rate, value, total duty, carrier name, foreign-post tracking number, and arrival port. Comments on the collection are due November 2, 2026; that is a comment deadline, not a test start date.

CBP proposes voluntary Type 13 electronic mail entries for shipments up to $2,500
CBP proposes a voluntary ACE informal-mail entry type 13 for shipments sent to the United States by mail and valued at $2,500 or less, offering an electronic alternative to the interim process in 19 CFR 145.12(b). The proposed entry transmission requires filer code, importer-of-record number, merchandise description, country of origin, applicable 10-digit HTSUS classifications, quantity and weight when specific duty rates apply, duty rate, value, total duty owed, carrier name, foreign-post tracking number, and arrival port. The stated test covers qualifying mail shipments, including shipments needing Partner Government Agency data or duties outside HTSUS Chapters 1–97, which the notice says are ineligible for the interim informal-mail process. Owners or purchasers, and licensed customs brokers properly appointed to act as importer of record, may participate; carriers may transmit the postal tracking number in their manifest. Participation is voluntary, and comments must be submitted by November 2, 2026, to be assured of consideration. The notice gives no date when the test will begin, so it does not establish when ACE will accept type 13 filings.

FY 2027 Customs COBRA fees updated in ACE entry summary
The FY 2027 Customs COBRA fee amounts and limitations changed effective October 1, 2026, and CBP updated the ACE CATAIR Entry Summary Create/Update to include them. The CSMS notice does not state the amounts; the updated CATAIR, posted under Chapters: Current Capabilities, contains the revised fee information for entry-summary processing. The change concerns ACE entry-summary processing, with the adjusted fees and limitations effective October 1, 2026. The notice does not identify covered entry types, fee-specific thresholds, or exceptions; the updated CATAIR contains the applicable amounts and limitations, so this notice alone does not establish the fee or limitation for a particular entry.

Malaysia air compressors face preliminary 92.86% CVD cash deposits
A preliminary 92.86% ad valorem countervailing-duty rate now applies to covered stationary and portable air compressors from Malaysia, and Commerce will direct CBP to suspend liquidation and collect cash deposits for covered entries entered or withdrawn from warehouse for consumption on or after October 1, 2026. The rates are preliminary; Commerce aligned the final CVD determination with the companion antidumping determination, currently scheduled no later than February 10, 2027, unless postponed. The scope covers specified reciprocating air compressors, including unfinished compressors and covered goods further processed in a third country or the United States; it excludes rotary and dynamic compressors and certain tankless inflators producing 1 CFM or less. For the named companies and all others, the stated rate is 92.86%; where producer and exporter rates differ, use the higher rate, and where only one has a company-specific rate, use that rate. Appendix I governs the product scope; its listed HTSUS subheadings are for convenience, and the written description controls. Interested parties must submit non-scope case briefs or written comments by October 15, 2026, and rebuttal briefs, limited to issues raised in case briefs, by October 20, 2026. A party seeking a hearing must request it by October 31, 2026. Deadlines for scope case and rebuttal briefs are provided in the Preliminary Scope Decision Memorandum.

China air compressors face preliminary CVD deposits of 3.84% or 112.29%
Estimated CVD cash-deposit rates are 3.84% for FNA (Zhejiang) Co., Ltd. and all others, and 112.29% for Shanghai Aote E-Commerce Co., Ltd., Shanghai Greeloy Industry Co., Ltd., Suzhou Alton Electrical & Mechanical Industry Co., Ltd., Suzhou Honbase Machinery Manufacturing, Taizhou Huanyang Electric & Machinery Co., Ltd., and Yancheng Dafeng Zhenlian Machinery. Commerce will direct CBP to suspend liquidation and collect the applicable deposit for covered entries entered, or withdrawn from warehouse for consumption, on or after October 1, 2026. If producer and exporter rates differ, use the higher rate; if only one has a company-specific rate, use that rate. These are preliminary rates; the final CVD determination is aligned with the companion China antidumping determination, currently scheduled no later than February 10, 2027, unless postponed. The entry-date line is October 1: earlier entries are not covered by this preliminary suspension and deposit instruction; covered entries on or after that date are. The scope reaches certain stationary and portable reciprocating-piston compressors from China, including unfinished compressors and products further processed in a third country or the United States, and accessories imported with a compressor. Separately imported accessories, inflators without an integrated tank or reservoir producing 1 CFM or less, rotary compressors, and dynamic compressors are excluded. Interested parties wishing to request a hearing limited to issues raised in case and rebuttal briefs must file within 30 days after publication, by October 31, 2026.

Commerce opens AD/CVD reviews; NME separate-rate filings due within 14 days
Commerce has initiated the listed antidumping and countervailing duty administrative reviews, effective October 1, 2026, covering the stated periods of review and named companies. The notice does not set new assessment or cash-deposit rates; Commerce intends to issue final results by August 31, 2027. The reviews reach only the listed orders, periods, and companies; this notice does not change the treatment of entries outside those proceedings or announce a new duty rate. For a first review, entries of subject merchandise entered or withdrawn for consumption during an applicable gap period will not be assessed AD/CVD duties for that period. The notice also identifies review-specific procedures, including separate-rate filings and possible respondent selection, rather than changing entry filing requirements for all imports. For NME reviews, a company assigned a separate rate in the most recently completed segment must certify continued eligibility, while an entity without a separate rate or with specified subsequent changes must apply; both filings are due October 15, 2026. A company not currently eligible for certification that seeks eligibility must apply by October 31, 2026. A named producer or exporter with no exports, sales, or entries during the period may notify Commerce by October 31, 2026, and a domestic interested party seeking a duty-absorption inquiry must request it by that date. A party that requested a review may withdraw its request by December 30, 2026. A particular-market-situation allegation is due no later than 20 days after initial Section D questionnaire responses; that deadline depends on when those responses are submitted.

Vietnam air compressors face preliminary 74.39% CVD rate
Cash deposits at 74.39% apply to covered air compressors from Vietnam for entries entered, or withdrawn from warehouse for consumption, on or after October 1, 2026; Commerce’s preliminary countervailing duty determination also directs CBP to suspend liquidation of those entries. The 74.39% rate applies to Faraday Products, Fusheng Da Nang Branch, Fusheng (Vietnam) Industrial, Jinfeida, Hongkong Sun Rise Trading, TTI (Vietnam), Tu-Seiki and Victor Auto Appliance; Hybest-Vietnam’s rate is 0.35%, and the all-others rate is 37.20%. If both the producer and exporter have company-specific rates and they differ, the higher rate applies; if only one has a company-specific rate, that rate applies. The scope reaches certain stationary and portable reciprocating air compressors from Vietnam, including specified unfinished compressors and compressors further processed in a third country or the United States. It excludes rotary and dynamic compressors, inflators without an integrated tank or reservoir with output of 1 CFM or less, and accessories or other products imported separately from the compressor; the written scope description, not the listed HTSUS subheadings, controls coverage. Commerce will not suspend liquidation of Hybest Vietnam entries because its rate is de minimis; the notice separately directs cash deposits at the rates stated above. Interested parties seeking a hearing must file a request within 30 days after publication, by October 31, 2026. Scope brief deadlines are provided in the Preliminary Scope Decision Memorandum, which also governs those filing dates. These are preliminary rates, not the final CVD determination. Commerce aligned the final CVD determination with the final determination in the companion Vietnam less-than-fair-value investigation; the notice does not establish final CVD rates.

Chinese truck bed covers face preliminary cash-deposit rates up to 107.41%
Cash deposits of 51.17% for Hangzhou Golden Sun, 46.77% for the Wenzhou Tianmao/Wenzhou Chaoming combination, 49.38% for the other listed producer/exporter combinations, and 107.41% for the China-wide entity apply to covered Chinese truck bed covers entered, or withdrawn from warehouse for consumption, on or after October 1, 2026. Commerce’s preliminary affirmative antidumping determination directs CBP to suspend liquidation and collect those deposits; the rates are preliminary, not final. The investigation covers protective pickup-bed covers, including accompanying mounting or storage hardware and separately entered installation kits. It excludes truck caps and products already covered by an existing antidumping or countervailing duty order. The written scope description controls; subheading 8708.29.5160 is listed for convenience. For unlisted third-country exporters, the deposit rate follows the rate for the Chinese producer/exporter combination—or China-wide entity—that supplied them. If the companion countervailing-duty provisional measures expire before these antidumping provisional measures, Commerce will direct CBP to switch from the adjusted deposit rates to the unadjusted margins: 51.35% for Golden Sun, 46.95% for Tianmao/Chaoming, 49.56% for the other listed combinations, and 107.58% for the China-wide entity. Commerce postponed its final determination to no later than 135 days after publication and extended provisional measures from four months to no more than six months. A party seeking a hearing must request one by October 31, 2026, 30 days after publication.

India graphite electrodes face preliminary critical-circumstances suspension
Commerce preliminarily finds critical circumstances for large diameter graphite electrodes from India and says it intends to direct CBP to suspend liquidation of covered unliquidated entries entered or withdrawn from warehouse for consumption on or after May 1, 2026. Commerce also says CBP is to require cash deposits equal to the estimated preliminary subsidy rates established in the July 30 Preliminary Determination. The entry-date line for this critical-circumstances direction is May 1, 2026: it reaches subject merchandise from India entered or withdrawn for consumption on or after that date, for GIL, HEG, and all other producers and exporters. The notice does not state an exception to that coverage. The July 30 Preliminary Determination governs the deposit rates, which this notice does not print; the critical-circumstances finding is preliminary, and Commerce says the final determination is currently scheduled for December 7, 2026.
