Public comments open for 2027 USMCA joint review
USTR has opened a public consultation on the operation of the USMCA ahead of its 2027 joint review. Taiwan PET film: Nan Ya preliminary 3.95% dumping margin
Nan Ya Plastics Corporation has a preliminary weighted-average dumping margin of 3.95% for the July 1, 2024–June 30, 2025 review period. That preliminary result does not itself set final assessment or cash-deposit rates: Commerce will determine those in the final results, which it intends to issue within 120 days after publication unless extended. Interested parties may comment, including with factual information, on Commerce’s preliminary intent to rescind the review for Shinkong Materials Technology Corporation and Shinkong Synthetic Fiber Corporation, treated as one entity; comments are due October 9, 2026, and rebuttal comments are due October 16. Submissions must be filed electronically in ACCESS. A party seeking a hearing must request one by November 1, 2026, with receipt in ACCESS by 5:00 p.m. Eastern Time. The review concerns PET film from Taiwan. If Nan Ya’s final margin is above the 0.5% de minimis threshold, Commerce will calculate importer-specific assessment rates; if the final margin or an importer-specific rate is zero or de minimis, the appropriate entries will be liquidated without antidumping duties. For Nan Ya-produced review-period entries where Nan Ya did not know the goods were destined for the United States, Commerce intends to use the 2.40% all-others rate if no rate exists for an intermediate company. For future shipments, the deposit rules begin on publication of the final results: Nan Ya’s rate will be the final rate (with no deposit if zero or de minimis), previously reviewed or investigated firms not listed retain their most recent company-specific rate, and all other producers or exporters have a 2.40% rate. The final results, not this preliminary notice, will resolve the rates and whether the review is rescinded for SMTC/SSFC.

Turkish aluminum foil: 2.65% and 3.82% CVD rates finalized
Cash deposits of estimated countervailing duties for covered Turkish aluminum foil shipments are set at 2.65% ad valorem for Assan Aluminyum Sanayi ve Ticaret A.S. and 3.82% for Panda Aluminyum A.S. Commerce’s final results apply October 2, 2026, and the deposit instructions apply to shipments entered or withdrawn from warehouse for consumption on or after publication. The rates turn on the producer named on the CBP entry form: exports through affiliated traders Kibar Dis Ticaret A.S. and Seherli Danışmanlık A.Ş. receive the rate of the listed producer, not a separate trader rate. Non-reviewed firms retain their most recent applicable company-specific rate or the all-others rate; the Issues and Decision Memorandum governs the full product scope. Commerce intends to issue assessment instructions no earlier than November 6, 2026; if a timely summons is filed, CBP will be directed not to liquidate relevant entries until the time to request a statutory injunction expires, within 90 days of publication, by December 31, 2026.
Dates | Published | October 2, 2026 Final results published | | Effective | October 2, 2026 Cash deposit requirements apply to covered shipments entered or withdrawn for consumption on or after publication | | Effective | November 6, 2026 Earliest date Commerce intends to issue assessment instructions; not before 35 days after publication | | Deadline | December 31, 2026 Conditional: after a timely summons, deadline within 90 days of publication to request a statutory injunction |

Listed AD/CVD proceedings: review requests and annual service-list updates
Interested parties may request administrative reviews of the listed proceedings for the stated periods by October 31, 2026, or the next business day because October 31 falls on a weekend. Requests must identify the producers or exporters to be reviewed and be filed electronically in ACCESS, with copies served as required. For requests covering multiple companies, Commerce asks for an alphabetical, single-column appendix; previously collapsed or cross-owned companies should be grouped. A party alleging a particular market situation must submit the allegation and supporting new facts no later than 20 days after initial Section D responses. The request window applies only to the AD and CVD proceedings and suspension agreements listed in the notice, for their stated periods of review. If Commerce receives no review request by the deadline for a listed proceeding and period, it will instruct CBP to assess duties on covered entries at the cash-deposit rate required when the goods entered or were withdrawn for consumption, and to continue collecting the previously ordered deposit. For a first review, entries in an applicable provisional-measures gap period are not assessed AD or CVD duties. Interested parties seeking inclusion on the updated annual inquiry service list must act within 30 days after October 2, 2026: new participants must submit an entry of appearance, and participants on the preceding list must submit an amended entry, even if only to confirm that no amendment is needed. Petitioners and foreign governments already placed on a list are added automatically, but remain responsible for amendments. Commerce says it will finalize the updated lists five business days after the submission period.

China-origin unfinished butt-weld fittings processed in Vietnam remain subject to the AD order
Commerce will direct CBP to continue suspending liquidation of previously suspended entries of covered unfinished fittings and to apply the applicable cash-deposit rate. For covered entries not yet suspended and still unliquidated, CBP will suspend liquidation and require an estimated-duty cash deposit at the applicable rate. The October 2 correction makes clear that this treatment is retroactive to specified entry dates; it does not state a numeric rate. The product line is unfinished butt-weld fittings cut to length and formed into rough shape in China, then further processed in Vietnam; Commerce finds these remain subject to the China AD order. The country-wide finding applies to products from the same country with the same relevant physical characteristics. Previously suspended entries continue under the direction; unliquidated entries not yet suspended are covered if entered or withdrawn from warehouse for consumption on or after September 26, 2022, or before that date but after November 4, 2021. The notice does not state a different result for other products.
Dates | Published | October 2, 2026 Correction published | | Transition | September 26, 2022 Entry-date boundary: unliquidated entries not yet suspended on or after this date are covered | | Transition | November 4, 2021 Lower entry-date boundary: the specified earlier-entry group must be after this date |

Alumetal Chinese aluminum composite panels face a circumvention inquiry and continued deposits
Commerce initiated a circumvention inquiry on October 2, 2026, into specified aluminum composite panels produced in China by Shanghai Alumetal Decorative Material Co. For unliquidated entries of those products already subject to suspension, Commerce will direct CBP to continue suspending liquidation and apply the cash deposit rate that would apply if the panels were found covered by the antidumping and countervailing duty orders. The notice does not state a numerical deposit rate. The inquiry reaches Alumetal-produced panels exported from China that have a low-density polyethylene core permanently bonded between two aluminum sheets, each no more than 0.2 mm thick, with a total panel thickness greater than 0.2 mm and no more than 6.3 mm, made from 1100 alloy. This is an inquiry, not a finding that the panels circumvent the orders. Entries not already suspended are not newly suspended by initiation alone: if Commerce makes an affirmative preliminary or final determination, CBP may suspend unliquidated entries entered or withdrawn for consumption on or after October 2, 2026, and apply deposits; certain earlier unliquidated entries may also be reached, but not entries before November 4, 2021. The notice says Commerce intends to issue final determinations within 300 days of publication.
