Türkiye rebar review preliminarily sets 13.11% margins; three companies' reviews rescinded
Commerce preliminarily assigns a 13.11% weighted-average dumping margin to Colakoglu and Ekinciler for the July 1, 2024, through June 30, 2025 review period. These are preliminary results, not final assessment or cash-deposit rates; assessment and any changed deposits for the reviewed companies depend on the final results, which have not yet issued. Interested parties may submit case briefs by October 26, 2026, and rebuttal briefs by October 31, limited to issues raised in the case briefs; briefs must be filed through ACCESS and received by 5:00 p.m. Eastern Time on the applicable deadline. A party seeking a hearing must file its request through ACCESS by 5:00 p.m. Eastern Time on November 4, 2026. The review covers rebar from Türkiye, but the Preliminary Decision Memorandum governs the complete product scope. Commerce rescinds the review for Habas Sinai, Icdas, and Kaptan because they had no reviewable suspended entries during the period; CBP will assess their appropriate entries at the cash-deposit rate in effect when entered or withdrawn for consumption, not at a new review rate. For the three rescinded companies, Commerce says it will issue rescission instructions no earlier than 35 days after publication; if a timely summons is filed, liquidation is held until the 90-day period to request a statutory injunction expires.

IEEPA refund claims use CAPE CSV declarations capped at 9,999 entries
To request an IEEPA-duty refund, an importer of record or its designated broker submits a CSV listing entry-summary numbers through CAPE in ACE; each declaration is capped at 9,999 entries, and a rejected file must be corrected and resubmitted. The filer needs an active, up-to-date ACE Portal account; a broker must be the account’s designated “notify party.” The notice invites comments on the collection through November 4, 2026. The refund process concerns entries subject to IEEPA duties imposed by the Executive Orders considered in Learning Resources: unliquidated entries and liquidated entries for which liquidation is not final. The CIT has suspended its order to the extent it requires immediate compliance, and may lift that suspension; the notice gives no date when refunds must issue. CBP says it will retain other duties, including AD/CVD and Section 232 duties, taxes, and fees, and will refund eligible IEEPA duties with interest. The order does not address the de minimis issues before the CIT in another case. CBP no longer issues paper checks: refunds are electronic through ACH, and it holds refunds when no ACH account is on file; an importer seeking a Treasury check under a waiver criterion must notify CBP in writing.

Chinese corrosion inhibitors: final CVD rates of 18.64%, 48.45%, and 36.40%
Commerce set final 2024-review countervailing subsidy rates of 18.64% for Anhui Trust Chem, 48.45% for Nantong Botao Chemical, and 36.40% for Connect Chemicals GMBH, Gold Chemical Limited, and Kanghua Chemical. The results are applicable October 2, 2026; Commerce intends to instruct CBP to collect deposits at these rates for covered shipments entered or withdrawn for consumption on or after publication, October 5, 2026. For assessment, CBP is to assess appropriate entries covered by the 2024 review at the listed companies’ applicable rates. For deposits, the October 5 entry-date line applies to subject merchandise of those companies; non-reviewed firms remain at the all-others rate or their most recent company-specific rate, as appropriate. The notice identifies corrosion inhibitors from China, while the Issues and Decision Memorandum supplies the full order scope and governs which products qualify. Commerce intends to issue assessment instructions no earlier than November 9, 2026, 35 days after publication. If a timely summons is filed at the Court of International Trade, CBP’s instructions will bar liquidation of relevant entries until the period to seek a statutory injunction expires; a request must be filed within 90 days of publication, by January 3, 2027.
