Duty-free entry approved for scientific instruments in listed applications
Duty-free entry applications are approved for the scientific instruments listed in the docket table. Commerce reports that it received no comments and knew of no instrument of equivalent scientific value being manufactured in the United States for the stated purposes at the time of order; the decision is under section 6(c) of the Educational, Scientific, and Cultural Materials Importation Act. The operative line is the applicant and instrument named in each docket row: the decision covers those listed pairs, including the instruments identified for the named universities and other applicants. It does not announce general duty-free treatment for other instruments or applicants, so compare the imported instrument and applicant with the notice’s table when assessing an entry.

Specialty sugar quota prorated at 44.58212% for opening entries
CBP prorated the opening-moment specialty sugar tariff-rate quota at 44.58212% (0.4458212) after it oversubscribed when it opened October 1, 2026; ACE calculated each entry’s reserved quantity and generated a UC status message. Entries and withdrawals for consumption presented after the opening-moment period were not used to calculate the proration. (CBP, Oct 1, 2026) For qualifying opening-moment entry summaries, CBP rejects the summary and sends a UC message showing the prorated amount; the filer or importer must retransmit the reserved amount through ACE within five business days of authorized release. The stated window expires October 13, 2026, at 4:30 p.m. local time. (CBP, Oct 1, 2026) Keep the original line order when retransmitting; additional lines may be added for non-prorated amounts entered at the high rate of duty. Do not change the original order or rearrange prorated amounts without an allotment transfer approved by the Quota and Agriculture Branch; unapproved adjustments may cost some or all of the reservation. Warehouse withdrawals require an updated entry summary with prorated amounts, and the entry and entry-summary transmissions must match. (CBP, Oct 1, 2026)

China sinks’ all-others CVD rate corrected to 8.51%
The all-others countervailing duty rate for drawn stainless steel sinks from China is 8.51%, not 8.61%. Commerce corrected the 2018 and 2023 final sunset-review notices on October 6, 2026, changing the rate those notices stated for the existing CVD order. For entries of covered Chinese sinks assigned the all-others rate, the corrected rate is 8.51%; the correction changes the all-others line and does not state a change to other rates. The CVD order governs which products are covered, and this correction does not provide its product-scope terms.

UAE steel pipe: final review sets 3.15%–5.11% dumping margins
Cash-deposit rates for the reviewed UAE steel-pipe companies change on October 6, 2026, to the weighted-average dumping margins in Commerce’s final results: 3.15% for Conares Metal Supply Limited; 5.11% for THL Tube and Pipe Industries LLC, KHK Scaffolding and Formwork LLC, and Universal Tube and Pipe Industries FZE; and 4.68% for each listed Ajmal entity, K.D. Industries Inc., and TSI Metal Industries L.L.C. These results cover the December 1, 2023–November 30, 2024 review period. The deposit change applies to covered steel pipe entered, or withdrawn from warehouse, for consumption on or after October 6; the Order covers circular welded carbon-quality steel pipe from the UAE, and the Issues and Decision Memorandum governs the full product scope. Previously reviewed or investigated companies not listed retain their company-specific rate from their most recently completed segment; where an exporter is not covered but its producer is, use the producer’s most recent segment rate; all other producers or exporters remain at 5.95%. For assessment of review-period entries, CBP will use importer-specific ad valorem rates for Conares and Universal, while non-individually examined companies receive the review-specific rate; zero or de minimis respondent or importer-specific rates result in liquidation without antidumping duties. A timely summons triggers instructions to withhold liquidation of relevant entries until the 90-day period for requesting a statutory injunction expires.

Portugal uncoated paper: Navigator’s 2.70% dumping margin and cash-deposit rate
A 2.70% weighted-average dumping margin now applies to The Navigator Company, S.A. in the final review results, and the cash-deposit rate for subject merchandise exported by Navigator is 2.70% for shipments entered, or withdrawn from warehouse, for consumption on or after October 6, 2026. These deposit requirements remain in effect until further notice. The review covers certain uncoated paper from Portugal during March 1, 2024, through February 28, 2025; the 2.70% margin is not itself each importer’s assessment rate. Commerce calculated importer-specific assessment rates for examined sales, and an importer-specific rate below 0.5% means its entries are liquidated without antidumping duties. For Navigator-produced entries during the review period where Navigator did not know of U.S. destination, Commerce intends to direct liquidation at the investigation’s all-others rate if no rate exists for an intermediate company. Other previously reviewed companies retain their most recently published company-specific deposit rate; when an uncovered exporter’s manufacturer has a rate, that manufacturer’s rate applies; all other manufacturers or exporters retain the 7.80% all-others rate. Importers must file the reimbursement certificate before liquidation of relevant review-period entries or Commerce may presume reimbursement and assess double duties. Commerce intends to issue assessment instructions no earlier than 35 days after publication; if a timely summons is filed, CBP is to withhold liquidation until the 90-day period for requesting a statutory injunction expires. A party seeking that protection must file its request within 90 days of publication, by January 4, 2027. The Order and Preliminary Decision Memorandum govern the complete product scope.

A 3.34% ad valorem countervailing duty rate applies to HDM Çelik’s welded pipe for the January 1 through December 31, 2024 review period.
