India paper shopping bags: preliminary dumping margins of 1.23%, 3.01%, and 2.44%
Commerce preliminarily set antidumping margins for the January 3, 2024, through June 30, 2025 review period: 1.23% for Ckaari, 3.01% for Velvin, and 2.44% for companies not individually examined. These are preliminary results, not new cash-deposit rates now; assessment of reviewed entries and future deposits for reviewed companies will be based on the final results. A final rate below 0.50% is de minimis and results in a zero cash-deposit rate. The review covers paper bags from India; the Preliminary Decision Memorandum governs the complete product scope. Interested parties may file case briefs in ACCESS by October 28, 2026, and rebuttal briefs by November 2, 2026; a hearing request must be filed in ACCESS by November 6, 2026. Each filing is due by 5:00 p.m. Eastern Time on its deadline. The 2.44% preliminary margin applies to the companies not individually examined, while the notice rescinds the review for seven companies listed in Appendix III because they had no reviewable suspended entries during the review period. For the seven companies whose reviews are rescinded, Commerce will instruct CBP to assess appropriate entries at the cash-deposit rate in effect when the goods entered or were withdrawn from warehouse for consumption; Commerce intends to issue those instructions no earlier than November 11, 2026. If a timely summons is filed at the Court of International Trade, the instructions will direct CBP not to liquidate relevant entries until the 90-day period to request a statutory injunction expires, January 5, 2027. Importers must file the required antidumping-duty reimbursement certificate before liquidation; failure may lead Commerce to presume reimbursement and assess double duties.

China Section 301 actions remain in force after four-year review
The July 6, 2018 and August 23, 2018 Section 301 actions against China, as modified, did not terminate on July 6 and August 23, 2026; they remain in force, subject to possible further modifications. USTR received timely continuation requests from industries benefiting from each action, so the measures continued past their four-year anniversaries. For an entry, the controlling line is whether the goods fall within either action as modified: goods covered by an action remain subject to it, while this notice imposes no new duty on goods outside its scope. The notice gives no product list or rate; the prior actions and modifications, including the May 6, 2026 notice it references, govern product coverage and applicable tariff treatment.
