CBP proposes electronic entry and bonding rules for shipments up to $2,500
Informal-entry filings for shipments valued at $2,500 or less would have to be electronic and submitted upon or before the date of importation; CBP also proposes a new electronic entry type for eligible mail shipments. The proposal would add data and bond requirements, and comments are due December 7, 2026. These are proposed changes, not requirements made effective by this notice. The proposed filing changes reach informal entries valued at $2,500 or less: non-mail shipments would use entry type 11, while eligible shipments sent through the international mail network would use entry type 13. Type 11 filings would identify the final deliver-to party when different from the ultimate consignee; type 13 filings would also identify the shipper or sender, and carriers would report the matching tracking number on the manifest. The proposal says bona-fide gift procedures remain unchanged, and retains the stated exception for shipments covered by 19 CFR 143.26(b). For covered entries, CBP proposes to require a basic importation and entry bond before release and a minimum $1,000 in liquidated damages for specified bond breaches, subject to the stated merchandise-value and restricted-or-prohibited-goods calculations. Mail articles not properly entered would remain in CBP custody and be deemed voluntarily abandoned after 15 days from importation; USPS would handle disposition. CBP also proposes authority to require formal entry by importer, merchandise category, or manufacturer, among other stated criteria. The proposal would remove the $250 informal-entry limit for merchandise classified in Chapter 99, Subchapters III and IV, allowing eligible goods valued above $250 and at or below $2,500 to use informal procedures. Whether any particular product falls within those provisions depends on its classification; the proposal does not identify individual subheadings here. No final rule or effective date is established by this notice.

Korean corrosion-resistant steel: preliminary CVD rates of 0.58%, 4.82% and 2.22%
Commerce preliminarily set 2024 countervailing subsidy rates of 0.58% for Hyundai Steel, 4.82% for KG Dongbu Steel, and 2.22% for companies not individually reviewed. It also rescinded the review for Dongkuk CM after a timely withdrawal request and because no other party requested review of that company. These are preliminary results, not final rates. The review covers Korean corrosion-resistant steel products for entries during January 1 through December 31, 2024; the Preliminary Decision Memorandum governs the full product scope. Hyundai Steel’s rate includes its identified cross-owned companies, and KG Dongbu Steel’s includes KG Eco Solution and KG Steel. For Dongkuk CM, Commerce says CBP will assess appropriate entries at the cash-deposit rate in effect at entry or warehouse withdrawal during the review period. The new cash-deposit instructions are not triggered by these preliminary rates: Commerce intends to instruct CBP to apply rates based on the final results to covered shipments entered or withdrawn for consumption on or after publication of those results. Interested parties may request a hearing through ACCESS within 30 days after publication of the preliminary notice; the request must arrive by 5:00 p.m. Eastern Time on the deadline. Case-brief dates will be announced later.

Korean steel nails: preliminary 3.07% margin and comment deadlines
Commerce preliminarily set a 3.07% weighted-average dumping margin for Je-il and for companies not selected for individual review, and 0.00% for Korea Wire, for the July 1, 2024–June 30, 2025 review period. These are preliminary results, not final assessment or cash-deposit rates: final results will govern assessments and future deposits. The notice covers steel nails from Korea, but the Preliminary Decision Memorandum governs the complete product scope. Commerce rescinded the review for Inmax Industries, Jinsco International, and Peace Korea because they had no reviewable suspended entries during the review period. CBP is to assess their appropriate entries at the cash-deposit rate required when each entry was made or withdrawn for consumption; Commerce will not issue those rescission instructions before November 12, 2026. For other reviewed companies, the final results will determine assessments, and any cash-deposit changes will begin on publication of those final results. Interested parties must submit case briefs through ACCESS by October 29, 2026; rebuttal briefs, limited to issues raised in case briefs, are due November 3, 2026. A party seeking a hearing must file its request through ACCESS by November 7, 2026. Each filing must be received successfully in its entirety by 5:00 p.m. Eastern Time on its deadline, so parties wishing to preserve these participation rights must meet the applicable date.

Turkish chromium trioxide: 40.88% antidumping margin; suspension continues
A 40.88% estimated dumping margin applies to Türkiye Şişe ve Cam Fabrikaları A.Ş. and to all other producers and exporters. Commerce’s final affirmative determination, applicable October 8, 2026, continues suspension of liquidation for covered entries made on or after May 22, 2026; where appropriate, Commerce will instruct CBP to collect cash deposits at the applicable margin. The scope is chromium trioxide from Türkiye, in dry or solution form and regardless of purity, particle size, or physical form. Blends with products other than water are covered when they contain at least 90% chromium trioxide by total formula weight, but only the chromium trioxide content is included; qualifying third-country processing does not remove merchandise from scope. The written scope controls over HTSUS 2819.10.0000 and the listed CAS numbers. For cash deposits, use 40.88% for the named respondent; if the exporter is not that respondent but the producer is, use that producer’s margin; otherwise use the 40.88% all-others rate. The ITC’s injury determination remains pending and is due no later than 45 days after Commerce’s October 5, 2026, final determination. If the ITC finds no injury or threat, the proceeding ends, deposits are refunded or canceled, and suspension is lifted. If it finds injury or threat, Commerce will issue an antidumping duty order and direct assessment on covered imports entered or withdrawn for consumption on or after the suspension’s effective date, subject to further Commerce instructions.

India chromium trioxide: final 29.35% countervailing duty rate, injury decision pending
Commerce’s final affirmative countervailing duty determination sets an estimated 29.35% ad valorem subsidy rate for Vishnu Chemicals Limited and all other producers and exporters, applicable October 8, 2026. That rate is not yet a final order requiring deposits on new entries: the order and renewed suspension depend on the ITC’s final injury determination. The scope covers chromium trioxide from India in dry or solution form, regardless of purity, particle size, or physical form; blends with products other than water are covered when they contain at least 90% chromium trioxide, and only the chromium trioxide content of a covered blend is included. Covered merchandise processed in a third country remains within scope when the processing does not otherwise remove it from scope; the written scope description controls over HTSUS 2819.10.0000. Entries entered or withdrawn from warehouse for consumption from May 14 through September 10, 2026 remain suspended, while suspension was discontinued for entries on or after September 11. If the ITC finds injury or threat, Commerce will issue an order, reinstate suspension under the applicable rules, and require deposits at the stated rates; if the ITC finds neither, the proceeding ends and estimated duties deposited or securities posted are refunded or canceled.

India chromium trioxide faces 14.44% antidumping cash deposits
A 14.44% antidumping cash deposit rate applies to covered chromium trioxide from India beginning October 8, 2026, when Commerce’s final affirmative determination became applicable. Commerce will instruct CBP to continue suspending liquidation and collect deposits at that rate: the rate is 14.44% for Vishnu Chemicals and 14.44% for all other exporters and producers, including when a non-respondent exporter’s producer is Vishnu Chemicals. The suspension instructions remain in effect until further notice. The entry-date line is May 22, 2026: the suspension covers subject merchandise entered, or withdrawn from warehouse for consumption, on or after that date. The scope includes chromium trioxide from India in dry or solution form, regardless of purity, particle size, or physical form; a blend with a product other than water is covered when it contains at least 90% chromium trioxide by total formula weight, and only the chromium trioxide content is included. Covered merchandise remains within scope after third-country processing that would not otherwise remove it from scope. The written scope description controls; HTSUS 2819.10.0000 is provided for convenience. The cash deposits are not currently collected at the export-subsidy-adjusted rate of 11.82%; Commerce says it is not instructing CBP to collect that adjusted rate at this time. The next outcome depends on the ITC’s injury determination, due no later than 45 days after October 8, 2026. If the ITC finds no injury or threat, the proceeding will end, deposits will be refunded or canceled, and suspension will be lifted; if it finds injury or threat, Commerce will issue an antidumping duty order. If the ITC makes a final affirmative determination of injury due to both dumping and subsidies, the cash deposit rate will be revised to the adjusted 11.82% rate effective on publication of that determination.

Indian oleoresin paprika faces AD/CVD orders; CVD deposits reach 25.42%
Commerce’s AD and CVD orders cover oleoresin paprika from India and apply October 8, 2026. For AD, the listed margins are 5.78% for Synthite Industries, 4.24% for Mane Kancor, and 5.08% for all others; the listed AD cash-deposit rates, after subsidy offsets, are 0.00%. CVD cash-deposit rates are 25.42% for Synthite, 18.67% for Mane Kancor, and 21.90% for all others. The order reaches Indian oleoresin paprika with an ASTA value of at least 500 or a color-unit value of at least 20,000, including qualifying merchandise blended or processed in a third country. The scope includes qualifying merchandise regardless of additives or commingling, but only the subject component of a commingled product is covered; the written scope, not the listed tariff numbers, controls. AD assessment covers unliquidated entries from April 2, 2026, except entries from September 29, 2026, through the day before publication of the ITC’s final injury determination; those gap-period entries are to be liquidated without AD duties. CVD assessment covers entries from February 6, 2026, with the same type of gap beginning June 6, 2026, through the day before that ITC publication. Commerce will direct CBP to assess duties upon further instruction. Suspension of liquidation and the listed cash-deposit requirements resume on publication of the ITC’s final affirmative injury determination in the Federal Register, not merely on the order’s October 8 publication; the notice does not give that publication date. Synthite CVD entries from November 8, 2025, through February 5, 2026, are to have suspension lifted and CVD deposits refunded. Interested parties seeking placement on the annual inquiry service list must file an entry of appearance in ACCESS within 30 days after October 8, or by November 7, 2026.

German fluid end blocks: BGH’s 0% review margin and cash-deposit rates
BGH Edelstahl Siegen GmbH has a 0.00% weighted-average dumping margin for the January 1 through December 31, 2024 review period; Commerce directs CBP to liquidate the appropriate reviewed entries without antidumping duties. The new cash-deposit requirements apply to covered shipments entered or withdrawn for consumption on or after October 8, 2026, and remain in effect until further notice. The order reaches fluid end blocks from Germany, but the Issues and Decision Memorandum governs the complete product scope. For future covered shipments, BGH’s deposit rate is zero; previously reviewed companies retain their most recently published company-specific rate, and an exporter not covered in a prior segment uses the producer’s most recent rate if that producer was covered. All other producers or exporters retain the 4.79% all-others rate. For the review period, entries produced by BGH where BGH did not know the goods were destined for the United States are assessed at 4.79% if no intermediate-company rate applies. Importers must file the reimbursement certificate before liquidation of relevant review-period entries; failure could result in double antidumping duties.

China CBS imports face preliminary 107.57% countervailing deposits
A preliminary 107.57% ad valorem countervailing duty cash-deposit rate applies to covered CBS from China, and Commerce will direct CBP to suspend liquidation for covered entries entered or withdrawn from warehouse for consumption on or after October 8, 2026. The determination is preliminary; Commerce has aligned the final CVD determination with the companion antidumping determination, currently scheduled no later than January 11, 2027, unless postponed. The product line is the written scope: N-cyclohexylbenzothiazole-2-sulfenamide (CBS) from China, including CBS commingled with CBS from sources outside the investigation; the written description controls over the listed HTSUS classifications. The named companies and all other producers or exporters receive 107.57%; where producer and exporter rates differ, the applicable deposit rate is the higher company-specific rate, and where only one has a company-specific rate, that rate applies. For the named companies, non-responsive companies, and other producers or exporters not individually examined, critical circumstances extend suspension to unliquidated entries entered or withdrawn on or after July 10, 2026; that retroactive provision concerns suspension of liquidation. Interested parties seeking to preserve participation rights may file case briefs or other written comments by November 7, 2026, and rebuttal briefs by November 12, 2026; rebuttals are limited to issues raised in case briefs. A party seeking a hearing must also request it by November 7, 2026, and the request must identify the party and participants and list the issues; briefs and requests must meet the notice’s filing requirements.
