Mexico GLM Components entries: liquidation suspended
Liquidation is suspended for all unliquidated entries of goods from GLM Components Mexico’s Puebla facility. On October 8, USTR directed the Secretary of the Treasury to suspend liquidation under section 752(a) of the USMCA Implementation Act. (USTR) The line is both facility and liquidation status: the direction covers still-unliquidated entries of goods from the GLM Components facility, not already liquidated entries or goods from other facilities. The suspension continues until USTR notifies Treasury that a condition in section 752(b) has been met; that subsection governs the release condition. (USTR)

Cambodian paper shopping bags: preliminary AD margins of 20.08% and 73.30%
Commerce preliminarily assigned a 20.08% weighted-average dumping margin to Nice Packaging (Cambodia) Co., Ltd., Brandart S.p.A., and TB Packaging (Cambodia) Co., Ltd., and a 73.30% margin to UUPak Company Limited, based entirely on adverse facts available. These are preliminary results for the January 3, 2024, through June 30, 2025 review period, not final rates. Commerce and CBP will determine assessments under the final results, and the new cash-deposit requirements will begin only for shipments entered or withdrawn for consumption on or after publication of those final results. The review concerns paper shopping bags from Cambodia; the Preliminary Decision Memorandum governs the complete scope, so it determines whether a particular product is covered. Interested parties must file case briefs through ACCESS by October 30, 2026, and rebuttal briefs by November 4, 2026; a hearing request must be filed through ACCESS by November 8, 2026. Each filing is due by 5:00 p.m. Eastern Time on its deadline. For future cash deposits, the notice sets the listed companies’ rates by the final results, subject to a zero rate if a rate is below 0.50%; other manufacturers or exporters continue at 7.07%, while previously reviewed companies and certain exporter/manufacturer combinations use the company- or manufacturer-specific rate described in the notice.

Korean hot-rolled steel: 1.28% Hyundai and 3.68% POSCO final CVD rates
Commerce set final countervailing duty rates of 1.28% for Hyundai Steel and 3.68% for POSCO for the January 1–December 31, 2023 review period. CBP is to assess duties on appropriate entries at those rates; for shipments entered or withdrawn from warehouse for consumption on or after October 9, 2026, Commerce intends to instruct CBP to collect deposits at the same company rates. Assessment instructions may issue no earlier than 35 days after publication. The rates reach covered Korean hot-rolled steel associated with Hyundai Steel and POSCO; Hyundai Green Power is cross-owned with Hyundai Steel, and the listed POSCO affiliates, including POSCO International, are included in POSCO’s rate. For non-reviewed firms, deposits continue at the most recent company-specific rate or the all-others rate, as applicable. The notice identifies the covered merchandise as hot-rolled steel from Korea, but the Issues and Decision Memorandum governs the complete product-level scope. If a timely summons is filed at the Court of International Trade, CBP must not liquidate relevant entries until the time to request a statutory injunction expires, within 90 days of publication.
