Cross-border rail carriers face proposed advance traveler filings
Rail carriers would have to send CBP advance train notices and traveler information for trains crossing the U.S. border, including trains in transit; CBP proposes these requirements in a rulemaking, not as requirements now in force. Train notices would be due at least 24 hours before the train reaches the border, and information for each traveler would be due at least 60 minutes before departure. If a carrier uses an interactive transmission system, it would also send a list of those who boarded within 30 minutes after departure. The proposal reaches international passenger and cargo trains carrying travelers, including crew, on inbound and outbound trips. It exempts active-duty U.S. military personnel traveling on orders aboard a U.S. Department of War-chartered train; for inbound trains without commercial cargo, the conductor could omit individual car manifests and the train sheet if the carrier transmitted the proposed subpart K information, while trains carrying commercial cargo would still need a consist. Interested persons may comment by December 14, 2026, on the proposed requirements.

Canadian softwood lumber CVD panel affirms second remand determination
The NAFTA binational panel affirmed Commerce’s Second Redetermination on Remand in the countervailing-duty proceeding concerning certain softwood lumber products from Canada. The panel issued its decision on October 5, 2026; the notice identifies it as a panel decision, not as a new duty rate or entry instruction. The decision concerns the challenged trade-remedy determination for certain softwood lumber products from Canada; the notice gives no product-level scope, exceptions, rate, or assessment instructions. The Second Redetermination on Remand is the instrument affirmed and governs the determination’s specific terms, which this notice does not set out.

Vietnam pressure pipe review sets a 90.80% preliminary margin and comment deadlines
Interested parties must file case briefs by November 3, 2026, rebuttal briefs by November 8, and any hearing request by November 12 at 5:00 p.m. Eastern Time to participate in this review. Commerce preliminarily assigned the Vietnam-wide entity a 90.80% weighted-average dumping margin for the July 1, 2024–June 30, 2025 review period; that is preliminary, and the notice makes cash-deposit changes effective upon publication of the final results, not these preliminary results. The review concerns stainless pressure pipe from Vietnam, but the Preliminary Decision Memorandum governs the complete product scope. Commerce preliminarily intends to rescind the review for seven companies: Sonha International, Sonha SSP, Vinlong, Quang Thuong, Cong Ty, Mejonson, and Vinasteel. For entries, the preliminary 90.80% margin is not a new deposit rate: the notice identifies 90.80% as the existing Vietnam-wide rate for Vietnamese exporters not found entitled to a separate rate, while the final results will determine assessments and future deposits.
