ET13 filings require invoice or merchandise description in SE40
Beginning October 15, 2026, ACE Cargo Release production will apply validation rule error code 336, “INVOICE/MERCH DESC REQUIRED FOR ET13.” CBP identifies the required information as the Commercial Invoice Description in the SE40 record, so ET13 filers should provide that description when submitting the record. The stated scope turns on the ET13 transaction type and the SE40 record: an ET13 filing must include the Commercial Invoice Description, and code 336 identifies the validation error when that requirement is not met. The notice does not state a separate rule for other transaction types or specify further exceptions; it also does not describe the resulting disposition of a filing that triggers the error.

Mexico-made Carolina textiles: liquidation suspended for unliquidated entries
Liquidation of covered entries is suspended: USTR directed the Secretary of the Treasury to suspend liquidation after filing a USMCA Rapid Response Labor Mechanism review request concerning Carolina Performance Fabrics in Guanajuato, Mexico. The suspension applies as of October 13, 2026, and the action states no new duty rate. (USTR) The line is whether an entry is still unliquidated and whether the goods were produced at the Carolina facility: those entries are covered, while already-liquidated entries are outside the stated suspension. The United States has asked Mexico to review alleged workers’ rights violations; the request is not a finding that a denial occurred. The suspension remains until USTR notifies Treasury that a condition in section 752(b) of the USMCA Implementation Act has been met, and that subsection governs when it may end. (Carolina Performance Fabrics Request for Review; Carolina Performance Fabrics Suspension of Liqu…)

Canadian softwood lumber CVD review partly affirmed and remanded
The panel affirmed in part and remanded in part Commerce’s final affirmative countervailing-duty administrative-review determination for certain softwood lumber products from Canada. The panel issued its decision on October 8, 2026; the notice describes USMCA Article 10.12 panel decisions as binding. The notice identifies the proceeding as the 2017–2018 administrative review concerning certain softwood lumber products from Canada, but it does not specify which parts of Commerce’s determination were affirmed or remanded, or state a revised assessment or cash-deposit rate. The panel decision governs the precise disposition; the notice itself gives no new rate or entry instruction.

India PET film: preliminary 3.98% CVD rate for SRF
Interested parties must file case briefs by November 4, 2026, to comment on the preliminary results; rebuttal briefs are due November 9, and requests for a hearing are due November 13. File through ACCESS by 5:00 p.m. Eastern Time on each applicable deadline. These are opportunities to preserve and present arguments in the review, not final duty-rate determinations. The review covers PET film from India for entries during January 1 through December 31, 2024; the Preliminary Decision Memorandum governs the complete product scope. Commerce preliminarily assigned SRF Limited a 3.98% countervailing subsidy rate, but the rate is not final: Commerce intends to set cash deposits for SRF shipments entered on or after publication of the final results, and no deposit is required if the final rate is zero or de minimis. The review is rescinded for Chiripal Poly Films Limited, Cosmo First Ltd., Ester Industries Limited, Garware Hi-Tech Films Limited, Garware Polyester Ltd., Jindal Poly Films Ltd., JPFL Films Private Limited, Polyplex Corporation Ltd., and Vacmet India Ltd.; their appropriate review-period entries will be assessed at the cash-deposit rate in effect at entry. Non-reviewed firms retain their applicable existing deposit rates. Importers must also file the reimbursement certificate for relevant entries before liquidation.

Taiwan corrosion-resistant steel review sets preliminary margins of 3.54%, 20.73%, and 5.92%
Commerce preliminarily set antidumping margins of 3.54% for Prosperity Tieh, 20.73% for Sheng Yu Steel, and 5.92% for Great Grandeul Steel Company Limited (Samoa) for the July 1, 2024–June 30, 2025 review period. These are preliminary results, not the final rates: for reviewed firms, cash-deposit rates will be based on the margins in the final results and apply to shipments entered or withdrawn for consumption on or after publication of those results. The review covers the described corrosion-resistant flat-rolled steel products from Taiwan, but the Preliminary Decision Memorandum governs the full scope of the order. Commerce rescinded the review for China Steel, Chung Hung, Great Fortune, GG Steel Ltd., GG Steel Corp., and Xxentria because they had no reviewable entries during the period; GG Samoa had reviewable entries and received the preliminary 5.92% margin. The final results will determine assessment on appropriate entries covered by the review. Interested parties seeking a hearing must file a request through ACCESS by 5:00 p.m. Eastern Time on November 13, 2026, thirty days after publication; the request must identify the issues, which are limited to those raised in case and rebuttal briefs. Commerce intends to disclose its calculations by October 19, 2026, and issue final results by February 11, 2027, unless the deadline is extended.

Japan hot-rolled steel: 13.96% review rates and 5.58% all-others deposits
Commerce set a 13.96% weighted-average dumping margin for Nippon Steel Corporation and its affiliated Nippon Steel Nisshin and Nippon Steel Trading entity, and 0.00% for Tokyo Steel Manufacturing. The review-specific rate for the listed companies not individually examined is 13.96%. For covered shipments entered or withdrawn from warehouse for consumption on or after October 14, 2026, cash-deposit rates for the companies in the final results equal their stated margins. The order covers hot-rolled steel from Japan, but the Issues and Decision Memorandum provides the complete product-scope description and governs which products fall within that scope. For exporters or producers covered in a prior segment but not this review, the most recently completed segment's company-specific deposit rate continues; if an exporter is not covered but its producer is, the producer's most recently established rate applies. All other producers or exporters remain at 5.58%. The margins also govern assessment for covered entries during the October 1, 2023–September 30, 2024 review period: Commerce will direct CBP to collect importer- or customer-specific duties at liquidation when the ad valorem or per-unit assessment rate exceeds 0.50%, and to liquidate without antidumping duties when that rate is zero or de minimis. For specified unreviewed entries produced by Nippon Steel or Tokyo Steel where the producer did not know of U.S. destination, CBP will use the 5.58% all-others rate if no intermediate-company rate exists. If a timely summons is filed, CBP must not liquidate relevant entries until the period to request a statutory injunction expires; that request must be made within 90 days of publication.

China boltless steel shelving: AD/CVD orders continued
The antidumping and countervailing duty orders on boltless steel shelving from China continue effective September 29, 2026, after Commerce and the ITC found that revoking them would likely lead to continued or renewed dumping, subsidies, and material injury. CBP will continue collecting cash deposits at the rates in effect when each covered entry is made; this notice does not set new rates. The orders cover shelving prepackaged for sale with the supports needed to assemble a unit, including add-on kits, where the frame is assembled primarily without nuts, bolts, or screws. They exclude wall-mounted shelving, the described wire shelving units, bulk-packed parts or components, and made-to-order shelving systems. The listed HTSUS provisions are for convenience; the written scope description controls whether merchandise is covered.
Dates | Effective | September 29, 2026 Continuation of the orders takes effect | | Published | October 14, 2026 Federal Register publication | | Deadline | August 30, 2031 Commerce intends to initiate the next five-year reviews no later than 30 days before the fifth anniversary of the ITC determination |
