Norwegian high-purity dissolving pulp: 6.51% antidumping deposits

Trade RemediesCustoms DutiesTariff Classification

A 6.51% antidumping cash-deposit rate applies upon publication of Commerce’s final affirmative determination on October 16, 2026, for covered Norwegian high-purity dissolving pulp. Commerce continues suspension of liquidation for covered entries entered or withdrawn for consumption on or after May 27, 2026. The rate is 6.51% for Borregaard AS and all other exporters and producers not individually examined; when the exporter is not listed but the producer is, use that producer’s company-specific rate. These deposits and suspension remain in effect until further notice.

The entry-date line is May 27, 2026: covered merchandise entered or withdrawn for consumption on or after that date remains subject to suspension, while this notice does not extend suspension to earlier entries. The final affirmative determination is not yet an antidumping duty order. The ITC is to decide within 45 days whether the U.S. industry suffered material injury or threat; if it finds none, the proceeding ends, deposits are refunded, and suspension is lifted, while an affirmative injury finding leads Commerce to issue an order directing assessment on covered entries from the suspension’s effective date.

The scope covers Norwegian dissolving pulp with alpha cellulose of at least 90% by weight and brightness of at least 90%; it includes covered pulp processed in a third country and the covered component of pulp commingled or blended with other-source pulp. It excludes pulp with intrinsic viscosity under 455 mL/g and cotton linters pulp consisting of at least 90% cotton-linters fibers. The notice identifies HTSUS subheadings 4702.00.0020, 4702.00.0040, 4706.30.0000, and 4706.92.0100, but the written product description—not tariff classification—controls scope.

Brazil dissolving pulp: 6.50% dumping margins and 6.40% cash deposits

Trade RemediesCustoms DutiesTariff Classification

A 6.40% estimated antidumping cash deposit rate applies upon publication, alongside a 6.50% estimated weighted-average dumping margin, for Bracell Bahia Specialty Cellulose S.A. and Bracell SP Celulose Ltda. and for all other producers and exporters. Commerce made the final affirmative determination applicable October 16, 2026, and will continue suspension of liquidation while these deposit requirements remain in effect until further notice.

The entry-date line is May 27, 2026: covered merchandise entered, or withdrawn from warehouse, for consumption on or after that date remains subject to suspension of liquidation. The company-specific deposit rate applies when the exporter is a listed respondent; if the exporter is not listed but the producer is, use the producer’s rate; otherwise use the all-others rate. The scope is high purity dissolving pulp from Brazil meeting the stated alpha-cellulose and brightness criteria, including qualifying product processed in a third country and only the subject component of commingled or blended products. Appendix I excludes pulp with intrinsic viscosity under 455 mL/g and cotton linters pulp consisting of at least 90% cotton linters fibers; its written product description, not the tariff references, controls scope.

The ITC must determine whether the domestic industry is materially injured or threatened no later than 45 days after the October 9, 2026 final determination, a deadline of November 23, 2026. If the ITC finds no injury, the proceeding ends, deposits are refunded, and suspension is lifted; if it finds injury, Commerce will issue an antidumping duty order directing assessment on covered entries made on or after the effective date of suspension, upon further instruction.

Brazilian high-purity dissolving pulp: 9.37% estimated CVD rates; order depends on injury finding

Trade RemediesCustoms DutiesCountry of Origin

Commerce’s final affirmative CVD determination sets estimated subsidy rates of 9.37% ad valorem for Bracell Bahia Specialty Cellulose S.A. and 9.37% for all other producers and exporters; it applies October 16, 2026. These rates do not themselves establish a CVD order: Commerce says it will issue an order and require deposits if the ITC finds material injury or threat of material injury.

The scope covers high-purity dissolving pulp from Brazil with at least 90% alpha cellulose and at least 90% brightness. It excludes pulp with intrinsic viscosity under 455 mL/g and cotton linters pulp consisting of at least 90% cotton linters fibers; third-country processing does not remove otherwise covered merchandise, and only the subject component of commingled or blended product is covered. The listed HTSUS classifications are for convenience; the written scope controls. Suspension continued for entries on or before July 22, 2026, and was discontinued for entries on or after July 23. The ITC must make its injury determination no later than 45 days after this final determination; an affirmative finding leads to an order and deposits, while a negative finding terminates the proceeding and refunds or cancels estimated duties or securities.
