Executive Summary
The first quota period is scheduled for November 23, 2026, through November 22, 2027, with an absolute limit of 907,185 kilograms.
The quota covers fine-denier polyester staple fiber under 3.3 decitex, entered temporarily free of duty under bond using entry type 23.
CBP requires the reporting-number sequence 9813.00.0520, 9903.55.01, and 5503.20.0025; specified country groups are excluded from the quota.
Entries in an HTSUS group that exceed its limit at 8:30 a.m. Eastern Time on opening day will be prorated, so opening-day filing time and entry acceptance matter.
The fine-denier polyester staple fiber TIB quota is scheduled to open November 23, 2026, with a 907,185-kilogram limit for the first quota period. In its October 21 CSMS notice, CBP announced Quota Bulletin 26-412, which sets the product scope, entry reporting sequence, country exclusions, and opening-day treatment. The quota reaches covered entries made temporarily free of duty under bond, not every import of polyester staple fiber.
Which Fiber Is Covered by the TIB Quota?
The quota covers fine-denier polyester staple fiber that is not carded or combed and measures less than 3.3 decitex, whether coated or uncoated. The quota bulletin identifies the covered goods as those described in chapter 55 and statistical reporting number 5503.20.0025, when entered temporarily free of duty under bond using chapter 98.
This is a quota on the specified temporary-importation-under-bond entry pathway. It does not, by its terms, impose this quota on all polyester staple fiber imports. CBP requires entry type 23, and the reporting numbers must be transmitted in this sequence: 9813.00.0520, 9903.55.01, then 5503.20.0025.
The bulletin states that the unit of measure is kilograms. It also cautions that merchandise subject to this tariff rate quota may face other duties, including antidumping or countervailing duties, forced-labor measures, or Section 232 duties.
How Does CBP Allocate the Fiber Quota?
CBP allocates quota entries first come, first served by presentation date and time until the limit for the relevant HTSUS group is reached. The quota bulletin defines presentation time by when all three conditions are met: an error-free entry summary is on file, entry-summary payment or statement-scheduled information is transmitted to ACE, and shipment-arrival information at the intended port of unlading is transmitted to ACE.
There is a special opening-day rule. Entries submitted after 12:01 a.m. local port time and before 8:30 a.m. Eastern Time on November 23, 2026, receive an entry time of 8:30 a.m. for quota qualification. If the total for any HTSUS group exceeds its limit at that time, CBP says all accepted entries will be prorated.
The bulletin calls the restriction an absolute quota. It sets 907,185 kilograms for the first period and a higher limit of 1,360,777 kilograms for the following period. The later quantity does not change the limit for entries in the first period.
Which Countries Are Excluded From the Fiber Quota?
Imports from the country groups listed in the quota bulletin are not subject to this quantitative restriction when entered under the specified statistical reporting numbers. CBP identifies trade-agreement countries, developing countries, and Caribbean Basin Economic Recovery Act beneficiary countries and territories.
The listed groups include Canada and Mexico among the trade-agreement countries, Brazil and South Africa among the developing countries, and Jamaica and Trinidad and Tobago among the Caribbean Basin group. These are examples, not a complete list. The bulletin gives the full country and territory lists, and says imports of PSF from those places may be entered under 9813.00.0520 and 5503.20.0025.
Check the complete list against the country information for the specific shipment before treating an entry as excluded. The bulletin describes the exclusion in terms of imports from listed countries; it does not make the exclusion apply to every origin.

How Should Importers Prepare for the Fiber Quota?
Confirm the product fits the scope. Verify that the fiber meets the under-3.3-decitex description and the bulletin’s chapter 55 and statistical reporting number terms.
Check the country exclusion. Compare the shipment’s country information with the full country lists in the bulletin before including the shipment in quota planning.
Validate the entry sequence. Prepare entry type 23 and the required reporting numbers in order: 9813.00.0520, 9903.55.01, and 5503.20.0025.
Coordinate all presentation conditions. Ensure the entry summary is error-free and that payment or statement-scheduled information and arrival information are transmitted to ACE. For opening-day entries, account for the 8:30 a.m. Eastern Time rule and possible proration.
What Does the Fiber Quota Bulletin Leave Unanswered?
The quota bulletin says oversubscribed accepted entries will be prorated, but does not explain the proration calculation or how CBP will distribute the resulting quantities among entries. It also does not specify what documentation CBP will require to establish that an import falls within a country exclusion.
