Pork assessment-reduction rates corrected; CPSC flags revised for 15 HTS codes

Customs DutiesEntry and Filing Procedure

HSU 2625 corrects the assessment-reduction rates for live porcine animals and pork products under the Pork Promotion, Research, and Consumer Information Order. The notice gives no corrected rate figures, so it establishes a rate correction but not the reduction applicable to a particular entry.

The rate correction reaches live porcine animals and pork products covered by that Order. Separately, the CPSC HTS flag changes are limited to the listed tariff records: CP2 changed to CP1 for 2404120510, 2404120590, 2404121010, 2404121090, 3604109010, 8506100010, 8506401010, 8506500010, 8506600010, 8506800010, 9613200000, 9404210095, 9404291095, and 9404299095; CP2 was removed for 9613802010. The notice does not state when HSU 2625 takes effect or identify the corrected rate figures.

Russian-origin goods: stated 500% and 100% duties waived

Customs DutiesImport Restrictions

The order waives the application of any duties provided for in sections 112 and 113 of the Graham Act or in the order itself. That waiver overrides the order’s stated increases: 500 percent ad valorem on goods from the Russian Federation, 100 percent on goods from the largest five importers of Russian-origin crude oil and natural gas under the stated purchase condition, and 100 percent on goods from the top five facilitators of Russian oil sanctions evasion. The waiver remains in effect until the President or the Secretary of State determines that further action is appropriate.

The waiver covers those additional duties, not every duty that may apply to an entry: the order says its stated increases would otherwise be additional to other applicable duties, and it makes them subject to section 114 exceptions. For the 100 percent purchase-based rate, the order’s stated trigger is a country knowingly making new purchases of Russian-origin crude oil or natural gas on or after October 18, 2026; the rate is nevertheless waived while the waiver remains in effect. The order does not name the countries in either five-country group, so it does not resolve whether a particular country is in one of those groups.
