India fine denier PSF: 21.43% preliminary margin for Bombay Dyeing
Interested parties have until November 9, 2026, to submit case briefs on Commerce’s preliminary results, and until November 14, 2026, to file rebuttal briefs; a hearing request must be filed by November 18, 2026. Commerce preliminarily assigned Bombay Dyeing a 21.43% weighted-average dumping margin for the July 1, 2024–June 30, 2025 review period, based on facts available with adverse inferences, but that preliminary margin is not the final assessment rate.
The review covers fine denier polyester staple fiber from India; the Preliminary Decision Memorandum governs the complete product scope. Commerce rescinded the review for Reliance Industries Limited (RIL), and intends to assess RIL’s entries during the review period at the cash-deposit rate in effect when entered or withdrawn from warehouse. For Bombay Dyeing, assessment will use the margin in the final results. Cash-deposit requirements change only for shipments entered or withdrawn for consumption on or after publication of the final results; the notice states a 14.67% rate for all other manufacturers or exporters, while the other company-specific rules depend on prior review coverage. Importers must file reimbursement certificates before liquidation of relevant review-period entries; failure may lead to presumed reimbursement and double antidumping duties, or an increase by the countervailing-duty amount.

Canadian softwood lumber: final AD margins up to 17%, with 10.64% for non-selected firms
Final antidumping margins for the 2024 review are 17.00% for Canfor, 4.71% for West Fraser, 13.13% for Resolute, and 10.64% for non-selected companies. Commerce made these final results applicable October 19, 2026; cash-deposit requirements for covered shipments also begin on that publication date.
The review covers certain softwood lumber products from Canada, but the Issues and Decision Memorandum governs the full product scope. For shipments entered or withdrawn for consumption on or after October 19, the review-company deposit rate is the applicable margin; firms covered by an earlier completed segment retain their latest participating company-specific rate. If only the producer is covered, use its rate; if neither producer nor exporter is covered in this or an earlier segment, the deposit remains 6.04%.
For reviewed entries from January 1 through December 31, 2024, CBP will assess importer- or customer-specific rates; entries with a zero or de minimis rate are liquidated without antidumping duties. For the 105 companies whose reviews were rescinded, assessment remains at the cash-deposit rate required when the goods entered or were withdrawn during that period. Importers must file the reimbursement certificate before liquidation; failure may lead Commerce to presume reimbursement and assess doubled antidumping duties.
The notice assigns non-selected companies a 10.64% margin, but separately directs CBP to liquidate their period-of-review entries at the average of the Canfor and West Fraser rates. It does not reconcile that instruction with the stated 10.64% rate, so the applicable assessment figure for those entries is not clear from the notice. Commerce intends to issue assessment instructions no earlier than 41 days after publication; the Issues and Decision Memorandum governs the full product-scope description.

China truck bed covers: final CVD rates set at 11.60% to 142.11%
Commerce’s final affirmative determination sets ad valorem countervailing subsidy rates of 77.17% for Changzhou Sunwood, 11.60% for Hangzhou Golden Sun, 142.11% for each of the six other named companies listed in the determination, and 43.43% for all others. The 142.11% rates are based on adverse facts available. The determination is applicable October 19, 2026.
The scope covers truck bed covers from China sized 45 to 75 inches wide and 55 to 100 inches long, including specified mounting or storage hardware and other parts entered with and invoiced with a cover, and separately entered mounting or installation kits. Truck caps and products already covered by the specified existing antidumping or countervailing duty orders are excluded. The notice continues suspension of liquidation and cash-deposit collection for covered entries entered or withdrawn from warehouse for consumption on or after July 31, 2026; the written scope, not the listed HTSUS classification, controls product coverage.
The final determination does not itself establish that a countervailing duty order will issue: if the ITC finds material injury or threat of material injury, Commerce says it will issue an order and require deposits at the stated rates, and duties will be assessed on covered entries dating from the suspension’s effective date. The ITC must make its injury determination within 45 days of publication; if it finds no injury or threat, the proceeding will end and estimated deposits will be refunded or securities canceled.

China graphite electrodes: provisional measures extended to up to six months
The provisional-measures period in the less-than-fair-value investigation of large diameter graphite electrodes from China is extended from four months to no more than six months. Commerce postponed its final determination until no later than February 12, 2027; the notice applies October 19, 2026.
The extension concerns large diameter graphite electrodes from China within the investigation’s subject merchandise; the notice does not state a product-level scope or a deposit rate, and identifies no separate carve-outs. The September 30 preliminary determination governs coverage and rates, so that determination must be consulted to decide whether a particular entry is covered and what rate applies.

Italian fluid end blocks: 58.48% AFA margin for Lucchini
A 58.48% weighted-average dumping margin based on total adverse facts available applies to Lucchini Mamé Forge S.p.A., Lucchini Industries S.r.l., and Lucchini RS S.p.A. Commerce’s final results set that rate for the 2024 review, and the same rate becomes the cash-deposit rate for covered shipments entered or withdrawn from warehouse for consumption on or after October 19, 2026.
The order covers fluid end blocks from Italy, but the Issues and Decision Memorandum governs the full product scope. For the listed Lucchini companies, the notice sets the 58.48% deposit rate; previously reviewed companies not covered by this review retain their company-specific rate from the most recently completed segment. If an exporter is not covered but its producer is, the producer’s most recently established rate applies; all other producers or exporters retain the 7.33% all-others rate.
Commerce will use the results to assess appropriate entries for the January 1 through December 31, 2024 period of review, and plans to issue assessment instructions to CBP no earlier than November 23, 2026. For reviewed-period entries produced by Lucchini where it did not know the goods were destined for the United States, CBP will apply the 7.33% all-others rate if no rate exists for an intermediate company. If a timely summons is filed, liquidation is held while the time to request a statutory injunction remains open; that request must be filed within 90 days of publication, by January 17, 2027. Importers must also file the reimbursement certificate before liquidation or face a possible presumption of reimbursement and double antidumping duties.

Canadian softwood lumber CVD review sets rates up to 15.31%
For entries covered by the 2024 review, Commerce set countervailing-duty assessment rates of 12.42% for Resolute FP Canada and its cross-owned affiliates, 15.31% for West Fraser Mills and its cross-owned affiliates, and 14.11% for non-selected companies. For covered shipments entered or withdrawn for consumption on or after October 19, 2026, Commerce intends CBP to collect cash deposits using the company-specific rates, subject to the rules below.
The cash-deposit rule reaches Canadian softwood lumber within the order’s scope; the notice says the complete product description is in the Issues and Decision Memorandum, which governs which products are covered. A rate below 0.50% produces a zero deposit; if producer and exporter rates differ, use the higher rate, and if only one has an assigned rate, use that rate. Other producers and exporters remain at 14.19%. The assessment rates apply to appropriate entries covered by the review, while the new deposit instructions apply to shipments entered or withdrawn for consumption on or after publication.

UK-assembled diamond sawblades: existing suspensions continue during China order inquiry
For products in this inquiry that CBP had already subjected to suspension of liquidation, suspension continues, and CBP is to apply the cash-deposit rate that would apply if Commerce determined the products were covered by the China antidumping order. Commerce initiated the inquiry effective October 19, 2026; this initiation does not itself decide coverage or set a new numerical deposit rate. The notice directs Commerce to notify CBP of the inquiry.
The inquiry concerns diamond sawblades assembled in the United Kingdom by Dymatec, Ltd. using cores and segments in three combinations: both sourced from China; only the core sourced from China; or only the segments sourced from China. Commerce has not yet decided whether any of those products are covered, and says it may consider expanding the inquiry if it receives evidence about other UK companies. The order covers finished circular sawblades with diamond segments and parts, including cores and segments, but excludes blades with diamonds attached directly by resin or electroplating and no segment; blades or cores thinner than 0.025 inches or thicker than 1.1 inches; plates with non-diamond cutting edges; cores below Rockwell C 25 hardness; and blades or segments whose diamonds predominantly have a mesh size number greater than 240. The order’s written description, not tariff classification, controls scope.
Interested parties may submit one set of comments and factual information addressing the initiation by November 18, 2026, 30 days after publication. A party may submit one rebuttal within 14 days after comments are filed. If Commerce issues questionnaires, responses are due on the date Commerce specifies; other interested parties may rebut a response within 14 days, and the original submitter may rebut that filing within seven days. Commerce intends to issue a final determination within 120 days after publication, by February 16, 2027, but may extend that period for good cause.

Thailand shelving review sets Fuding’s preliminary 0.00% margin; five reviews rescinded
Commerce preliminarily sets Fuding Industries Company Limited’s weighted-average dumping margin at 0.00% for November 29, 2023, through May 31, 2025, and rescinds the review for five other companies. These are preliminary results, not final rates: Commerce will determine assessment rates in the final results, and the notice does not make Fuding’s preliminary margin a final cash-deposit rate.
The review concerns boltless steel shelving from Thailand; the Preliminary Decision Memorandum governs the complete scope, so it determines which products fall within the order. The five rescinded reviews cover ABC Tools, Bangkok Sheet Metal, Great Star Industries, Pengdong Electromechanical, and Thai First Precision, for which Commerce says there were no reviewable suspended entries during the period. Commerce intends to instruct CBP to assess appropriate entries for those companies at the cash-deposit rate required when the goods entered or were withdrawn for consumption.
An interested party seeking a hearing must submit its request through ACCESS by 5:00 p.m. Eastern Time on November 18, 2026, within 30 days after publication. A timely summons at the Court of International Trade also changes the liquidation sequence: Commerce says its assessment instructions will direct CBP not to liquidate relevant entries until the period to request a statutory injunction expires, within 90 days of publication, or January 17, 2027.
