Alimentos Grole facility goods: liquidation resumes for unliquidated entries

Entry and Filing ProcedureCustoms DutiesCustoms Enforcement

The suspension of liquidation no longer applies to unliquidated entries of goods from the Alimentos Grole facility in Ciudad Obregón, Sonora, Mexico. USTR directed the Secretary of the Treasury to resume liquidation, after previously directing the suspension on August 28, 2025. The letter asks that relevant Department of Homeland Security and CBP officials be informed of the change. (USTR)

The direction reaches unliquidated entries of goods from that facility; entries already liquidated are outside the stated scope, and the notice does not extend to goods from other facilities. The operative distinction is whether an entry is still unliquidated: liquidation resumes for covered entries, while the letter states no new duty rate or separate refund direction. (USTR)

DOTP orders’ liquidation cutoff corrected for four origins

Trade RemediesCustoms DutiesCustoms Enforcement

The six-month provisional-measures period ended May 3, 2025, and the suspension-of-liquidation cutoff following its expiration is May 4, 2025. Commerce corrected its May 22, 2025 antidumping duty orders notice, which had stated May 4 and May 5, respectively; the correction was published October 20, 2026.

The corrected May 4 cutoff applies to dioctyl terephthalate from Malaysia, Poland, Taiwan, and the Republic of Türkiye entered, or withdrawn from warehouse, for consumption on or after that date. The correction identifies no carve-outs; the May 22, 2025 orders govern the precise product scope and applicable rates, which this correction does not set out.

AmSpec approved for specified petroleum gauging and laboratory testing

Customs Valuation

AmSpec, LLC in La Porte, Texas, is approved to gauge and accredited to test petroleum and certain petroleum products for customs purposes for three years beginning July 7, 2026. The approval covers the gauging procedures and laboratory methods listed in the notice, rather than a general authorization for every test or service.

The authorization applies to users seeking the listed services for petroleum and certain petroleum products: it includes API gauging chapters 3, 7, 8, 11, 12, and 17, and the CBP laboratory methods and ASTM methods identified in the notice. For a requested service, users should obtain written assurance from AmSpec that it is approved or accredited for that specific service, or confirm the authorization with CBP; the notice does not extend approval to unlisted procedures.
