Quartz surface products enter a 3,251,606-square-meter quarterly quota

Tariff-Rate QuotasEntry and Filing ProcedureCustoms Duties

The second-quarter quota is 3,251,606 square meters, plus any unused rollover, within a first-year annual limit of 13,006,424 square meters. It opens November 16, 2026; no unused quantity rolled from the first quarter. The bulletin identifies low-rate and high-rate tariff fields but does not state their numerical rates. (CBP, Aug 15, 2026)

The quota covers quartz surface products entered under the listed Chapter 68 and 70 provisions from all countries except those excluded by Presidential Proclamation 11051 and Federal Register notice 91 FR 50645; those authorities govern which countries are excluded. The bulletin lists 9903.45.30 for the low-rate field and 9903.45.31 for the high-rate field, followed by the corresponding product provision. In-quota entries must use an eligible entry type and the applicable Chapter 99 number first. Allocation is first come, first served after an error-free entry summary, payment or statement-scheduled information, and shipment-arrival information are all in ACE; entries submitted in the stated opening-day window receive an 08:30 a.m. ET presentation time, and accepted entries are prorated if a quota group exceeds its limit at that time. Other-country beef: 300,000 metric tons of added in-quota access in three tranches

Tariff-Rate QuotasEntry and Filing ProcedureCustoms Duties

An additional 300,000 metric tons of lean beef trimmings receives access to the existing in-quota rate for 2026, allocated to “other countries or areas” and divided into three first-come, first-served tranches of 100,000 metric tons each. The third tranche runs from October 31 through November 30, 2026, or until filled, whichever is earlier, and opens for entry submissions on November 2. The proclamation establishes the increase; CBP’s bulletin sets out the filing and quota administration for the third tranche. (CBP, Aug 26, 2026; White House, Aug 26, 2026)

The added quantity covers only beef classifiable under HTSUS statistical reporting numbers 0201.30.5091, 0201.30.5097, 0202.30.5091, and 0202.30.5097, for “other countries or areas” under Additional U.S. Note 3(b) to Chapter 2. Filers must report 9903.54.02 first, followed by the applicable in-quota number, and use an eligible entry type: 02, 06, 07, 12, 23, 32, 38, or 52. For quota qualification on November 2, entries submitted after 12:01 a.m. local port time but before 8:30 a.m. ET receive an 8:30 a.m. entry time; if a group exceeds its limit then, accepted entries are prorated. Any overage pays the high rate and does not roll into the next tranche. Other duties may also apply. (CBP, Aug 26, 2026)

The added quantity is subject to possible early elimination: Agriculture and the Trade Representative must monitor whether imports entered under it sell at least 25 percent below the market price for lean beef trimmings. If they determine that the price is not 25 percent below market, they must notify the President, who may eliminate the remaining increased quantity; that consequence depends on a later determination and is not an automatic end to the quota. (White House, Aug 26, 2026)

Vietnam plywood scope corrected to specify three panel dimensions

Trade RemediesCustoms Duties

The correction replaces erroneous dimensional wording in the final affirmative less-than-fair-value determination’s product-scope passage. It expressly lists 1219 x 1829 mm (48 x 72 inches), 1219 x 2438 mm (48 x 96 inches), and 1219 x 3048 mm (48 x 120 inches).

For product screening, the axis addressed by this correction is panel dimension: those three specifications are now expressly stated in the corrected scope passage. Dimensions alone do not establish that a shipment is covered; the September 30 determination governs the remaining scope criteria, so assess products against that determination as corrected.
