USTR seeks comments on proposed two-month suspension of China maritime Section 301 fees and duties
Interested parties must submit written comments by October 30, 2026, at 5:00 p.m. Eastern Time to be assured of consideration. USTR proposes to suspend the responsive actions for two months, from November 10, 2026, through January 9, 2027; the existing suspension runs through November 9, 2026. This notice proposes an extension but does not itself extend the suspension.
If adopted, the proposal would pause fees on maritime transport services under Annexes I, II, and III of the April 23, 2025 notice, as modified by the October 16, 2025 notice, and duties provided in Annex V.A of the October 16 notice. Those annexes govern which services and duties are covered; the notice states no separate exception to the proposed pause. Submit comments through the USTR portal using docket USTR-2026-0694.

China small vertical shaft engines: AD/CVD orders continue
The antidumping and countervailing duty orders on covered small vertical shaft engines and parts from China continue effective October 20, 2026; Commerce says it will instruct CBP to keep collecting AD and CVD cash deposits at the rates in effect when each entry is made, rather than announcing new numerical rates.
The orders reach spark-ignited, non-road, vertical-shaft, single-cylinder, air-cooled engines from China with displacement of at least 99 cc but under 225 cc, whether unfinished or finished and mounted or not, as well as covered parts and specified unfinished-engine subassemblies; if a covered engine is imported mounted on equipment, the engine is covered but the equipment is not. The specified commercial or heavy-commercial engines are excluded only when they meet all four conditions: displacement of at least 160 cc, a cast-iron cylinder liner, an automatic compression release, and a muffler with at least three chambers and volume greater than 400 cc. The listed HTSUS provisions are for convenience; the written scope controls.

India CVP-23: 2.81% CVD rate for Navpad
A 2.81% ad valorem countervailing duty rate applies to appropriate entries of CVP-23 from India produced or exported by Navpad Pigments Private Limited for the January 1 through December 31, 2023 review period. For shipments entered, or withdrawn from warehouse for consumption, on or after October 26, 2026, Commerce will instruct CBP to collect estimated CVD cash deposits at that rate.
The notice identifies the covered merchandise as CVP-23 from India, but the Issues and Decision Memorandum governs the complete scope of the order. Commerce rescinded the review for Sudarshan Chemical Industries Limited because it had no reviewable entries during the review period; CBP will assess its appropriate entries at the cash-deposit rate required when they entered or were withdrawn for consumption. Non-reviewed firms retain their most recent applicable company-specific rate or, as appropriate, the all-others rate.
Commerce intends to issue assessment instructions no earlier than 35 days after publication. If a timely summons is filed at the Court of International Trade, CBP’s instructions will prevent liquidation of relevant entries until the time to request a statutory injunction expires, within 90 days of publication. Importers must also file the reimbursement certificate before liquidation of relevant entries from this review period; failure may lead Commerce to presume reimbursement and assess double antidumping duties or increase antidumping duties by the CVD amount.

Spanish prestressed concrete strand: TYCSA margin 13.57%, deposits reset
TYCSA’s weighted-average dumping margin is 13.57%, and Commerce makes the final results the basis for assessing appropriate entries covered by this review and for future estimated-duty deposits where applicable. For shipments entered or withdrawn from warehouse for consumption on or after October 26, 2026, TYCSA’s cash-deposit rate is 13.57%; those deposit requirements remain in effect until further notice. Commerce says it will issue assessment instructions to CBP no earlier than 35 days after publication. If a timely summons is filed at the Court of International Trade, CBP’s instructions will prevent liquidation of relevant entries until the time to request a statutory injunction expires.
The rule reaches prestressed concrete steel wire strand from Spain within the order’s scope; the Issues and Decision Memorandum governs the full scope description. For reviewed entries, CBP will assess importer-specific duties, but entries with an importer-specific rate of zero or de minimis (less than 0.5%) will be liquidated without antidumping duties. For POR entries produced by TYCSA that TYCSA sold to an intermediary without knowing they were destined for the United States, the automatic-assessment rule uses 14.75% if no rate exists for the intermediate company. For deposits, previously reviewed companies not covered here retain their latest company-specific rate; an uncovered exporter with a covered producer uses the producer’s latest rate; all other producers or exporters retain 14.75%. Importers must file the reimbursement certificate before liquidation of relevant review-period entries or Commerce may presume reimbursement and assess doubled duties.

Mexico HWR: preliminary successor finding for PLM and PyH deposit rate
Commerce preliminarily finds that Perfiles LM, S.A. de C.V. (PLM) is the successor-in-interest to Perfiles y Herrajes LM, S.A. de C.V. (PyH). If the final results remain unchanged, Commerce intends to direct CBP to apply PyH’s antidumping cash-deposit rate to covered merchandise exported by PLM; the notice does not state a numeric rate. The notice applies October 26, 2026, but the finding remains preliminary pending final results.
Interested parties seeking to comment must file case briefs by November 2, 2026, seven days after publication, and rebuttal briefs by November 9, 2026, seven days after the case-brief deadline. A party seeking a hearing must request one by November 2, 2026. Briefs and hearing requests must be filed electronically through ACCESS; electronic filings must be received in full by 5:00 p.m. Eastern Time on the applicable deadline.
The potential successor-rate treatment concerns subject heavy-walled rectangular welded carbon steel pipes and tubes from Mexico exported by PLM. The notice refers readers to the Preliminary Decision Memorandum for the complete product scope, which governs whether a particular product is covered; the notice does not resolve that product-level question. Commerce’s intended instruction to CBP depends on the final results remaining unchanged, which Commerce intends to issue within 270 days after initiation, or within 45 days if all parties agree with the preliminary finding.

Corrugated die-cut boxes: AD investigations open in China, Malaysia and Türkiye
Commerce opened antidumping investigations of certain corrugated die-cut cardboard boxes from China, Malaysia, and Türkiye, with the initiation applicable October 19, 2026. This is not a final determination: Commerce has not imposed an antidumping duty or established a cash-deposit rate, and the estimated dumping margins in the notice are allegations, not rates owed on entries. If the ITC makes a negative preliminary injury determination for a country, that country’s investigation will terminate; otherwise it proceeds.
The scope covers corrugated die-cut cardboard boxes and blanks from those countries, whether finished or unfinished and assembled or unassembled; the written scope controls over tariff classification. Third-country processing does not by itself remove otherwise covered merchandise. Producers and exporters in all three countries, including those that did not receive a questionnaire, may submit quantity-and-value responses through ACCESS by 5 p.m. ET on November 2, 2026; Chinese producers and exporters seeking separate-rate consideration must also meet the separate-rate application deadline, 21 days after publication, or November 16, 2026. Mexico welded wire mesh AD/CVD orders continue at existing deposit rates
Antidumping and countervailing duty orders on covered standard steel welded wire mesh from Mexico remain in force effective September 23, 2026. CBP will continue collecting cash deposits at the rates in effect when each entry is made; this notice does not state new deposit rates.
The orders reach uncoated standard steel reinforcement mesh made from smooth or deformed wire, including products within the stated tolerances and mesh made to comparable foreign or proprietary specifications. Galvanized mesh is excluded when its zinc coating meets the stated ASTM standard, and epoxy-coated mesh is excluded. The written scope controls over tariff classification; the notice lists HTSUS 7314.20.0000 and 7314.39.0000 for customs purposes.

Türkiye corrugated die-cut boxes: CVD investigation and response deadlines
Commerce opened a countervailing duty investigation on October 19, 2026, into certain corrugated die-cut cardboard boxes from Türkiye. This is an investigation to determine whether imports benefit from countervailable subsidies, not an announced CVD rate or assessment. Unless postponed, Commerce’s preliminary determination is due no later than 65 days after initiation.
The investigation covers corrugated die-cut cardboard boxes and blanks, whether finished or unfinished and assembled or unassembled; qualifying products remain covered after third-country processing that would not remove them from scope if done in the country of manufacture. For finished, assembled boxes, the stated dimensions are at least five inches in length and width, no more than 40 inches in length and width, and no more than four inches in height. The written scope description controls, not HTSUS 4819.10.0020.
Turkish producers and exporters must submit any Q&V questionnaire response through ACCESS by 5 p.m. ET on November 2, 2026; a producer or exporter that does not receive a questionnaire may still respond. Interested parties may file scope comments by 5 p.m. ET on November 9, 2026, and rebuttal comments by 5 p.m. ET on November 19, 2026. Scope comments must be filed simultaneously on the records of the concurrent AD and CVD investigations.
The investigation’s outcome remains to be determined: the ITC must make a preliminary injury determination, and a negative determination will terminate the investigation. Commerce’s preliminary determination may be postponed, so the stated 65-day timing is conditional; this notice does not establish a final subsidy finding or duty rate.

China amine compounds: CVD investigation opens with respondent and scope deadlines
Commerce initiated a countervailing duty investigation of certain amine compounds from China, applicable October 19, 2026. This opens an investigation, not a duty order: the notice announces no cash-deposit or assessment rate, and Commerce says a preliminary determination is still to come.
The scope covers the specified amine compounds described in the notice’s appendix, including in-scope amines in a blend or mixture when they make up at least 1 percent by weight; other substances in the blend are excluded. Covered amines remain within scope after qualifying third-country processing, and Chinese-produced amines in blended or processed merchandise retain China as their origin for this investigation. An in-scope amine already subject to the identified alkyl phosphate ester orders is excluded when covered by those orders as part of a subject blend or mixture.
Relevant Chinese producers/exporters must submit quantity-and-value questionnaire responses by 5:00 p.m. ET on November 2, 2026; those that do not receive a questionnaire may still submit a response. Interested parties may submit scope comments by 5:00 p.m. ET on November 9 and rebuttal comments by 5:00 p.m. ET on November 19. The ITC’s preliminary injury determination is due within 45 days after the September 29 petition filing, and Commerce’s preliminary CVD determination is due no later than 65 days after the October 19 initiation unless postponed; a negative ITC determination terminates the investigation.

China amine compounds: AD investigation opened; estimated margins reach 352.32%
Commerce opened an antidumping investigation of certain amine compounds from China, applicable October 19; this initiation notice does not announce a cash-deposit or assessment rate. The estimated dumping margins are 249.86–352.32% using Brazil, 261.34–351.16% using Malaysia, and 244.94–345.96% using Türkiye as surrogate countries; they are investigation estimates, not rates stated as payable on entries.
Scope turns on the product description and Chinese origin: it covers the specified amine compounds, including covered compounds processed in a third country when Chinese-produced amine compounds remain in the merchandise. Blends and mixtures are covered when they contain at least 1% by weight of in-scope amine compounds; in polyurethane foam systems, the B side must meet that threshold. Other substances in a blend or system are not included, and amine compounds already subject to the Certain Alkyl Phosphate Esters from China orders are excluded when covered by those orders. The listed HTSUS subheadings are for convenience; the written scope description controls.
Chinese producers and exporters that receive, or otherwise obtain, a quantity-and-value questionnaire may submit responses by 5:00 p.m. ET November 2, 2026, through ACCESS. Interested parties may file scope and product-characteristics comments by 5:00 p.m. ET November 9, 2026, and rebuttal comments by 5:00 p.m. ET November 19, 2026; scope comments must be filed on both the concurrent antidumping and countervailing duty investigation records. Electronic submissions must be successfully received in full by the applicable deadline.
The ITC is to make its preliminary injury determination within 45 days after the September 29 petition filing, and a negative determination will terminate the investigation. Otherwise, Commerce’s preliminary antidumping determination is due no later than 140 days after initiation unless postponed, so the investigation’s later outcome and any duties remain unresolved at this stage.
