ACE Portal automates ACH refund data retrieval

Drawback and RefundsEntry and Filing Procedure

Beginning October 29, 2026, CBP will move the ACH Refund Authorization tab in the ACE Portal Importer sub-account under a new Financial Transactions header tab. CBP will also remove the Get Info/Refresh button and automatically retrieve current ACH refund data available in the system.

The update applies to users of the ACE Portal Importer sub-account. They will no longer need to select Get Info/Refresh to retrieve current ACH refund data; the new ACH refund authorization sub-tab will continue to let trade users manage ACH refund information directly and will function the same as the existing tab.

China van-type trailers face 129.73% AD and 134.75% CVD rates

Trade RemediesCustoms Duties

The antidumping and countervailing duty orders cover van-type trailers and subassemblies from China, and apply October 28, 2026. The listed AD cash-deposit rate is 129.73% for the China-wide entity; the listed CVD subsidy rate is 134.75% for the named companies and all others. CBP is to require deposits when the ITC’s final affirmative injury determination is published in the Federal Register, with the AD rate adjusted by relevant subsidy offsets. The notice does not give that publication date.

The scope reaches finished or unfinished, assembled or unassembled van-type trailers with a gross vehicle weight rating greater than 26,000 pounds, covered subassemblies, and certain components entered on the same bill of lading; subassemblies covered by the China chassis orders are excluded. AD assessment applies to relevant unliquidated entries from June 15, 2026, and CVD assessment from June 5, 2026, but neither applies to entries from the end of its provisional-measures period until the day before publication of the ITC injury determination. That gap begins October 16 for AD and October 3 for CVD; the written scope, not the typical HTSUS classifications, controls coverage.

Interested parties that want to appear on an annual inquiry service list must submit an entry of appearance in ACCESS within 30 days after publication of the order, making November 27, 2026 the deadline. Commerce also says it will create the list segment within five business days of publication. Because the cash-deposit and resumed-suspension date turns on publication of the ITC injury determination, importers should verify that publication date and subsequent CBP instructions before determining when deposits begin.
