Taiwan agreement sets a 15% reciprocal-duty floor for most originating goods

Customs DutiesCountry of OriginFree Trade Agreements

When the agreement enters into force, most originating goods from Taiwan with a U.S. MFN duty below 15% will face an additional reciprocal duty that brings the combined rate to 15%; goods with an MFN rate of 15% or more will face no additional reciprocal duty. This is a conditional tariff commitment, not a rate change with a stated calendar start date: the agreement enters into force the day after the last written notification that the parties have completed their internal procedures. (USTR)

The rule turns on origin and the product’s treatment under Schedule 2 of Annex 1. Goods listed in Schedule 2A are exempt from the additional rate under Executive Order 14257, while goods listed in Schedule 2B receive a zero reciprocal rate; the U.S. MFN rate continues to apply to both groups. Schedule 2A and Schedule 2B govern which products qualify for those exceptions, so the general tariff notes alone do not resolve a particular product’s treatment. (USTR)

China non-refillable steel cylinders remain subject to AD/CVD orders

Trade RemediesCustoms Duties

Antidumping and countervailing duty orders on covered non-refillable steel cylinders from China continue effective October 14, 2026, rather than being revoked after the five-year reviews. Commerce continued the orders following the Commerce and ITC determinations that revocation would likely lead to continued or recurring dumping, subsidies, and material injury; CBP will keep collecting cash deposits at the rates in effect when each covered shipment enters. This notice sets no new numerical deposit rates.

The continued orders reach certain seamed (welded or brazed), portable steel cylinders with water capacity from 300 to 1,526 cubic inches, meeting the listed DOT, TransportCanada, or UN pressure-receptacle specifications and the order’s product description. They may arrive with or without a valve or pressure-release device, either empty or filled with pressurized air; seamless non-refillable steel cylinders are excluded.

The notice lists HTSUS statistical reporting numbers 7311.00.0060, 7311.00.0090, 7310.29.0025, and 7310.29.0050 as possible classifications, but says the written product description—not those numbers—is dispositive. The applicable cash-deposit rate is the rate in effect at the time of entry; this continuation notice does not state its numerical amount.
